Partner
Marisol Colon brings over 24 years of distinguished law enforcement experience with the New York City Police Department, where she served in investigative, administrative, and executive-support roles across some of the department’s most active and high-profile commands. A retired NYPD Detective, she earned a reputation for exceptional professionalism, discretion, and operational excellence, supporting critical functions in
the Crime Analysis Unit, the Applicant Processing Division as a Background Investigator, and the executive offices of Chief of Detectives and Chief of Department
Rodney K. Harrison. She later continued her executive service as Assistant to the Police Commissioner of Suffolk County, where she supported major initiatives, assisted
with public information and media relations, contributed to speechwriting and executive messaging, and helped manage high-level administrative and operational priorities.
At Hall & Harrison Solutions, Colon brings deep expertise in executive operations, communications, client relations, and organizational support, serving as a trusted force

Anthony J. Raganella
Partner
Anthony J. Raganella is a retired decorated NYPD Deputy Inspector with 25 years of service where he commanded the Disorder Control Unit, overseeing strategy, training, and operations for protests, civil unrest, and major events. He was the co-chair on the Civil Disturbance Subcommittee for the 2015 Papal visit to New York City and is a recognized subject matter expert who has significantly contributed to the development of national standards in public order policing working with organizations such as the National Institute of Justice and National Tactical Officers Association. Anthony provides nationwide police training, consulting, and expert witness services and has trained tens of thousands of officers across the nation. He
serves as a federal court expert witness, and advises agencies on risk mitigation, policy, preparedness, and tactical operations in a multitude of areas. A published author and keynote speaker, Anthony holds a Master Degree in Public Administration, summa cum laude, from
Marist University and is a graduate of the 24 th Session of Columbia University’s Police Management Institute, as well as the 223 rd Session of the FBI National Academy.
Fred Melaragno

Fred Melaragno is an experienced law enforcement professional with extensive background in training, tactical operations, and supervisory leadership. Throughout his career, he has developed and delivered high-quality instruction to sworn officers, civilian personnel, and specialized units across multiple operational disciplines. His teaching approach emphasizes decision-making, communication, and practical application, ensuring every course prepares officers for the realities of the field.
His instructional portfolio includes Executive Protection, Tactical Combat Casualty Care (TCCC), Defensive and Tactical Driving, Basic Patrol Rifle, Firearms and Cover Movement, Integrating Communications and Tactics (ICAT), and scenario-based training. His programs incorporate the W.I.N. model, What’s Important Now to reinforce rapid prioritization under pressure, along with BREATH theory to develop physiological control, emotional regulation, and clarity during critical moments. He has designed comprehensive multi-day programs, including 40-hour and 120-hour EP courses, firearms programs, and complex scenario evolutions, focused on enhancing officer safety, tactical proficiency, and operational readiness.
Fred’s operational experience includes patrol duties, critical incident response, supervisory leadership functions, and performance management. He has extensive experience in developing shift briefings, mentoring officers, conducting evaluations, and guiding personnel through high-stress situations with clarity and professionalism. His training philosophy centers on strengthening decision-making, refining communication, and building confident, capable officers who excel under pressure.

Anthony Carter
Partner
Anthony Carter is a senior security and risk management executive with extensive experience across both public and private sectors, specializing in large-scale security operations, crisis management, and organizational resilience.
In the public sector, he served 27 years with the NYPD, rising to Inspector and Executive Officer to the Chief of Department. He later served as Deputy Police Commissioner of the Suffolk County Police Department, where he oversaw major operational, investigative, and administrative functions for one of the largest police agencies in the nation. He also served as Head of Administration for the Village of Southampton, leading public safety, emergency management, cybersecurity, and municipal operations.
In the private sector, Anthony has advised global organizations on physical security, risk strategy, and operational planning, including work with FIFA supporting international event security and large-scale risk environments.
He holds a master’s degree in Homeland Security from the Naval Postgraduate School.
He is also a frequent public speaker and media contributor, having presented at the Digital Evolution Institute, CrimeCon, and Apple Bank’s Board of Directors, and has appeared on Fox News, ABC Eyewitness News, NBC 4 Investigates, and CNN discussing public safety, security strategy, and emerging threats.
Across both sectors, he is recognized for combining operational leadership with strategic planning, cross-agency coordination, and technology-driven security solutions.
